Requirement To Correct: An evening with HMRC.

The Finance Bill 2017 introduced a ‘Requirement to Correct’ (RTC) legal obligation requiring all taxpayers with undeclared offshore tax liabilities (relating to income tax, capital gains tax or inheritance tax) to disclose those to HMRC by 30 September 2018.

HMRC will later this year begin to receive extensive information in relation to offshore assets under the Common Reporting Standard sharing regime. If HMRC discovers offshore tax non-compliance post 30 September 2018, there will be crippling penalties of up to 200% of the tax plus 10% of the value of any related asset, as well as the reputational damage of being ‘named and shamed’ on HMRC’s public website.

Graham Davies, Senior Policy Advisor, HMRC

Graham Davies is a senior policy adviser in the Centre for Offshore Evasion Strategy in HMRC and is the policy lead on the Requirement to Correct. He is a policy professional and this is his first role within HMRC. Previously, Graham has worked in a number of different Whitehall departments over the last 27 years, including the Cabinet Office, Home Office and the Ministry of Housing, Communities and Local Government (in a previous incarnation). He has worked on a variety of policies including Freedom of Information, civil service reform, Devolution and local government performance; he also spent several years at the civil service college training other civil servants.
